Title: Installer Display on Windows 8

I'm trying to install TH14 on an English Windows 8.1 machine, and no matter what I do I can't get it to display the information correctly; both Applocale and setting the display language to Japanese just show a bunch of gibberish on the installer screen; I try to advance with foreknowledge of where the "Continue" and "Cancel" buttons are, but even the suggested install path shows the gibberish characters.

Does anyone have any ideas what I can do to remedy this? Thanks.
