Spring Haze doesn't disable melee, but makes it so they can be grazed, at the cost of spirit. Mountain Vapor makes it so that your cards are hidden and randomized (they randomize right when they become hidden). So the game is working as expected.

Quick edit: Yeah, just checked. The way you described it is how SWR does it, Soku changed their behavior.
