Steam isn't working for me and I'm not sure why.

Title, I have dozens of games on steam, it has worked for me in the past, and this time I'm doing something a little different (made a new steam account and bought a dlc for a game that benefits from having more than 1 of the same dlc but steam only lets you buy one before saying "you already have this game", so I made another alternate account for, and am trying to purchase from using the same process etc)...

Is steam just not working atm for people trying to buy stuff? I wasted 2 hours troubleshooting, I'm stumped.

You're trying to buy the DLC without buying the game first on that account? I'm not sure I understand

What kind of game benefits from buying the same DLC multiple times?

I figured it out (paypal is just being derp atm, not steam), someone delete please, will report. but to answer questions, Vindictus benefits from buying same dlc multiple times.
