Does anyone know tasogare's policy about using their sprites in non-profit games?

I don't think they care, considering how much they've already been abused in MUGEN

I saw some of that Mugen stuff..

so if i were to use their UNL stuff in a new game project of mine I won't be hearing lawsuits??

As long as you are not selling it, I don't think you'll get lawsuits on your ass.
