What slowdown rate is considered OK?

Where is the border between "my old computer is slow and can't render it even in 1/2 mode, so slowdown=4%" and "40%? It is clearly cheating!"?

If slowdown is below 3% then it looks OK. If more than 10% then it looks FAIL. Is there some official value after which the play is considered to be cheated?

5% is what we accept on our local high score boards, 3% is what the most popular Japanese score board royalflare accepts.

Is there amything we can do to prevent/decrease the slowdown besides getting a better system?

The vsync patch is probably a good place to start.

Play in windowed, use Vsync patch, halve draw rate if really needed.

Windowed vsync works wonders for me, yeah.  Remove title bar, change window size to 800x600, change desktop res to 800x600, and it now looks identical to fullscreen while being much lighter on your system.
