Title: Touhou games on psn indie sale

Ive been wanting to buy touhou games from the japanese psn store and it says there is 30% off but prices seem same as original prices. I am confused? Are the discounts after purchase?

I think a few of the games got permanent discounts, so they may not show up as being "on sale".
