Zepia Eltnam Oberon, AKA The TATARI, AKA The Night of Wallachia, or just Wallachia for short, is an immensely powerful vampire. Due to the effects of his Reality Marble (also called The Night of Wallachia), he exists as a rumour, and so cannot actually be killed. He appears wherever rumours begin gathering, manifesting as the embodiments of people's fears (in Melty Blood, this pretty much means half the casts superpowered evil sides) until he gains enough power to manifest in his true form. The only way he can be killed is when the Red Moon shines on him, temporarily reverting him to his original form and making him killable. The next Red Moon isn't scheduled until about a millenium from now, so... Yeah.
...At least, that's what I gathered from my various sources. I could have a few of the details wrong, but it's the basic gist of what he can do. Oh, and there are many Type-Moon characters that are (apparently) as, if not more, powerful than him. For example, Gilgamesh has access to every legendary weapon ever in addition to his own, unique weapon, Ea, Sword of Rupture, which rips holes through space-time and is the only weapon in the whole setting classified as "Anti-World".
...But I'm rambling now. Hopefully you get the basic point here. Type-Moon can be just as ludicrously broken as Touhou.
