Not exactly.Koakuma 's wings and Parsee' elf ears where both drawn by Zun in the first one's sprite for EoSD and the latter one's portrait  , furthermore he later requested a commisioned illustration,for SA .Fanon incorportated and made  them key traits but they were inspired by the author not viceversa.On the canonicity of Mokou's smoking,her interview in Bohemian Archive and profile in Perfect Memento might indeed suggest  she could be smoking from time to time just not as a bigtime smoker.

You can't see Parsee's ears are pointed clearly in her SA cut-in. They certainly are not elf-ears to my perspective. To me they look like curved at the top and bottom slightly. ZUNart be ZUNart.

Mmm well, her portrait in SA has her ears partly hidden by her hair  but if you look carefully they are pointed-elfish and it's  more  clear in Parsee's artwork(scroll down) http://en.touhouwiki.net/wiki/Parsee_Mizuhashi . Of course  i can't say they aren't on the same level of some long and pointy elf ears pictures I've seen  but hey sortof qualify ,right?P.S. Maybe we're going a bit overboard with the OT here.
