The only necessary planning should be the end goal. Most of the text adventures here are open ended for the players to determine the path. Otherwise it's a choose-your-adventure story. The best way to draw people in from what I've seen is proactive updating from the parser. It's up to you to feed information that leads the players onwards.

I've seen a text adventure start with you literally dropping out of the sky towards certain death. You can basically start however you like!

To make it successful, update regularly, display some wit and try to give players some freedom. Plan ahead only in the sense of a vague idea of where you're headed and what world you're in; anything else the players will likely screw up three times.

I'm considering running Genso Monopoly again.  Though it's an extensive game to run and I would like a co mod or 2 to keep activity up and allow the game to run smoothly.  It's a large time commitment if you want to help me.  The first one took around 250 turns.
You have to do math and please post your timezone and hours you can cover.

If my quest gets pushed to the second page, is it okay for me to bump it? It's weird that for 3 days straight, there is player input, but the following day, it becomes a ghost town. D:

Mafia's been peaking my interest lately and I'm starting to grow more and more interested in trying it out. The only thing is that, try as I might, I can't seem to keep up with any Mafia games you guys play for longer than about 5-6 pages, I lack any sort of experience or knowledge of the terminology used (I've been getting by somewhat using this but sometimes it doesn't cut it). So I was wondering if there are any recommendations as to where to start with without having to join a game with experienced players and have pretty high chances of screwing it up along the way.

Learn through the rage and fire of actually playing. Break eggs, make omelette, you know how the saying goes. Don't worry about screwing up because everyone makes a fool of themselves time to time. If you're still unsure about joining, then ask questions to the players about why they played the way they did in postgame. Or ask whoever is running the game to feed you teasers.

Read completed ones and see what it takes to run one to completion. Running a quest is how you tell the story. If your story is interesting, people will play. Once they start playing, you have to keep their interest by showing that you yourself is interested in keeping it up. You have to show more effort than what you can expect out of your players.
