Sorry if this comes across the wrong way but seeing a mod request this just seems odd to me. Wouldn't you want to keep an eye on someone that annoys you in case they do something ban/suspend/whatever worthy? Anyway *researches how to annoy all the MoTK staff without getting banned*.

If someone really does annoy you to the point that you would want to have that feature, the user probably needs to be banned anyway.

Not always.  Just because they're annoying to you doesn't mean they're annoying to everyone persay.  Personally with issues like that that only concern a few people I'm apt to not step in, and to just advocate ignoring them.
