So, you want to run games in Japanese locale, but don't want to change your system locale. You're running Windows 10 (or 8, or 8.1, or 7) so AppLocale doesn't work properly. You've tried a few other programs, but they don't work well either.

Enter Locale Emulator. Not only is it designed for Windows 7+, but it is also more effective and in continuing development. Someone mentioned it in another thread so I figured I should write up something about it.

Installation
* Download here - the binaries are in the first zip file. Extract anywhere.
* Run LEInstaller.exe and click Install/Update. The program will close and restart Windows Explorer in the course of installation. Click through any dialog boxes that may appear.

Configuration
* Run LEGui.exe and set up your profiles. Run as Japanese should give you an idea of what you want. In particular, "Show this profile in main menu" will make it appear in the main context menu.
* If your program needs command-line arguments, right-click the program, select Locale Emulator --> Modify Application Profile and enter your arguments in the top box.

Usage
* Right click, select Run as Japanese in the context menu. No administrator needed.
** If you need to run a custom profile, go to the Locale Emulator submenu. It's all there.

For reference, here's the performance of various locale programs on the game New Danmaku Chikuonki:
* None: Config dialog contains mojibake. In-game, Japanese text is corrupted. Game crashes on file select screen.
* AppLocale: Same.
* HF pAppLoc: Config dialog contains mojibake. In-game, Japanese text is corrupted. Japanese filenames appear as question marks and files cannot be accessed properly.
* LocaleSwitch: Config dialog contains question marks. In-game, Japanese text appears normally. Japanese filenames are truncated and files cannot be accessed properly.
* Ntleas: Config dialog appears correctly. In-game, Japanese text appears normally. Game crashes on file select screen.
* Locale Emulator: Everything works.

Thus, if you've had problems with any of the programs mentioned above, try Locale Emulator.
