If we rule out ORT from the beginning, which universe would win?

Feel free to cheer/jeer your ideal matchups (Archer vs. Yukari, Saber vs. Youmu, Marisa vs. Rin - Master Spark vs. the Zelretch Sword) but this, IMHO, would be one kickass battle.

like I said before, there's little information on the canonical limitations of Touhou characters, and there's also the spellcard system (which encourages people to not endanger the opponent's lives). And I don't feel like encouraging a powerlevel thread, since due to that lack of information, there can't be a discussion based in facts.

Touhou have crapload more characters, so if those two universe are going to fight, the former will have the upper hand, in my opinion. Also, Touhou characters should try to actually use their abilities rather than shooting Danmaku all the time.

It would all depend on limitations.

If working under the Spellcard system, only a couple Type-Moon characters would probably be capable of even fighting at all - notably Archer and his Unlimited Blade Works.

If not, it's... tough to say. It's been hinted that a few Touhou characters would be godly powerful if not playing by spellcard rules - as Spellcards have to be, in theory, dodgable, so many have to tone down their powers. Lets not forget things like Yuyuko's ability to instantly kill a person. But Type-Moon characters can be pretty bullshit ridiculous too.

Yuyuko is easy to explain. Yukari would need multiple conceptual explanation to replicate what Yuyuko can do.

Suika's manipulation of density = instant kill against anything
Yukari's manipulation of borders = instant kill against anything
Remilia's manipulation of fate = instant win

As much as I love Touhou. I would say Type-Moon would win because: they overall have better characters, better character development, better story, the music is good as ZUN's, ~~I can actually finish a type-moon game while I can't finish a touhou game~~ so yeah...... but I still love ZUN better than the type-moon people together
