Touhou 13.5 & 14 Preview - How fast (FPS) is the game suppose to be?

Hi everybody,

so now that TH13.5 and 14Preview finally were released and I get the chance to play it.
I was at first wondering how easy the game was, especially th14 on lunatic.

But later on, I noticed that my FPS is only ~30 and it should be ~60, isn't it?
But TH13.5 is also around ~30, and doesn't feel like it is very slow.

AFAIK touhou always had an average FPS of 60,
(Since the definition is now higher, my FPS suffers from it)
but also TH 13.5?

Can someone please confirm (or not) my assumptions?

Yes, all the  games should normally play at 60fps!

OK, I can turn down some quality in th14, this way it works in 60FPS.
But I don't know what I can turn down in th 13.5, in order to make it 60 FPS.

Beside the fact that I turned down sth in the options (th13.5), but I sometimes don't even know what I turned down.
