I kinda doubt you're expected to browse Touhou fanart at work/school, so it's probably a moot point.

The web's international, not local, so cultural views on what's considered pornographic and what's not can vary a lot from website to website. Panty-shots often get a pass because no actual skin is exposed. Other times, the image may simply not have been marked as 18+ by the person who uploaded it and nobody has pointed it out yet.
