If you don't mean the spell card system, then maybe so, but if it base on D&D system, high ex-cleric still can kick lower level cleric ass, especially when Reimu been through a hell lot of adventure and have artifact like ying yang orbs. (like a +5 swords)

Reimu has a deity; we just don't know anything about him/her, and he/she doesn't take corporeal form like Kanako and Suwako. After defeating Minoriko in MoF, Reimu wonders out loud whether or not her god is stronger than this weak one she just clobbered.
