Only if Bhava-Agra chooses the observer, though. Although I don't think Gensokyo trials would be like that. It'd be something completely new, for one thing, but more importantly, Gensokyo's news media seems to be limited to newspapers, and the spectacle trials we're used to are the product of an era with radio and, especially, television. And lawyers, which Gensokyo doesn't have.

But yeah, an observer works.

You know, I was about to say that Tenshi might not like that, but then I actually thought about it, and I think she'd probably be good with it. We'd have to make sure she doesn't abuse the position, though. And I think the combat training role is better for her, although trials would probably be infrequent enought that she could do both without difficulty.
