I think it's because, well, she looks a little too similar to Aya.  Like, she really is just Aya with twintails and a mobile phone.  Funnily enough this is actually a somewhat legitimate complaint unlike the Nue/Flandre thing.

Not that I hate her for that.  I rather like her, actually~

I can kind of see that, yeah.

That said, I can also snidely remark that you could also make the case that Momizi is Aya with poofier white hair and a sword (also, puppy instead of crow. Y'know, as opposed to "Google Image Search" instead of "Paparazzi"). I mean, in terms of character design, that's pretty much the extent of the differences right there.

They're both tengu, so...the similarities were unavoidable. It's probably because they also have similar hair-colors, if Hatate had some outrageous hair-color there would be no complaints. (Like with Reimu-Sanae, imagine if Sanae had brown hair, she'd have been said to look like reimu).

I'll reserve judgement until I've seen more of her personality. But as it stands, she's not high on my favourite list, just because tengu = aya. I don't have a touhou I dislike, but I do have touhous I don't like as much as others. Aya is one of them, just because a) not moe, b) uninspiring c) a little over-glorified, d) gets a little too much game exposure than she really deserves, in my opinion, e) just her appearing in a doujin irks me to the point where it ruins the doujin for me....I don't know why.... And just because of the association with Aya, I don't really like Hatate as much either.

If someone can change my mind and make me like Aya more, I will grant you a free image request.

I sort of like Aya just because she's so irritating :D
It's the same with Marisa and Reimu, really, I like to write them as really annoying little brats, and that's certainly not stretching the canon.
I usually have to play a character and read their story before I can start to like them, but so far Hatate really just seems like a lazy copy, or a high school version of Aya. Like something a fan would cook up as a "touhou inspired character".
...On the other hand, I kind of like that it's so obviously dumb.

There are just certain characters I could never learn to like as much as others, like Kanako, Aya, Eirin, Koishi, Ran, Shiki, Letty, Komachi, Reisen, Tewi, the Watatsukis, Parsee, and Yuugi.

Interestingly, UFO was the first game where all the characters immediately placed high on my favourites list. In that respect, it was well done.

Funny. I on the other hand don't really like the UFO cast at all. Not then, not now. I don't like Nazrin, Shou, Ichirin, Murasa, and especially not Byakuren. I only like Kogasa and Nue a little bit more than the rest, and that's only because of the weapons they wield. And I agree on the characters you mentioned (with the exception of Ran and Letty).

well, i liked them from the beginning, but that's because they had pretty outfits(and of course Murasa's spellcard face).

i just didn't like them. i don't know how to put it. :<

Aya is indeed awesome. Apart from the oft-overlooked fact that a great deal of what we know about Gensokyo and its residents has come directly from her journalistic efforts, she has an independent, happy-go-lucky nature to her that I really like. Sure, she's pals with kappas and gives faith to Kanako, but for the most part it seems like she's on her own, not necessarily aligned to anyone, enjoying everyone's company in general. She's the spirit of Gensokyo, in many ways - feral, carefree, magical - an intriguing fusion of old Japanese myths and legends with modern phenomena, technology and attitudes. And her outfit's pretty cool, too. I just adore her.
