Well, she considers herself so superior that everyone else's life is utterly unimportant. Both the PoFV dialog and PMiSS portray Yuka a lot more positively: While she is able to utterly obliterate you and doesn't have restraints to do so, she won't unless you piss her off.

Basically, PC-98 and Windows Yuka seem quite different...

Not quite. In PC-98, she is very obviously nasty, probably the closest to outright evil Gensokyo would ever have. She basically attacked Orange just for being a youkai. And Orange was being perfectly friendly... And that was before the spellcard rules as well, in addition to the scripts referring to her as being "sealed' which isn't that much different from killing her if she's never let go... Possibly crueler even.

Also, the games certainly make it sound like getting hit by danmaku is NOT fun. So Reimu still is still hurting them, even if they don't die... And in the case of some of the weaker bosses, it's sometimes unclear just what happened to them after the duel was won, so...
