I guess it's hard to call somebody like Reimu "normal", but yes both Reimu and Marisa would counted under the "normal" human category considering your question. Sakuya would also probably fit in this category too, but people like Sanae and Youmu would probably differ. (Half-ghost, living god...)

Since we only know some of the properties of the swords, nobody will penalize you for making some other swordsmen hold the sword for a paragraph, or whatnot. (Or so I would hope.)
Plus, I'm quite certain you can find your self a way to get away with it given that so many people know so little about the swords.

It's all right.  I've done some alterations to the plot already since I want to stay as close as possible to known information, but thanks for the reply anyway!

Normal human is people who doesn't know how to fight, use magic, shoot bullets and exterminate youkai.
Ex: you and me.
Reimu, Marisa, Sakuya, Sanae are NOT normal human.

I think "full-blooded human." Includes Reimu, Marisa, Sakuya, probably Mokou, possibly Eirin and Kaguya ...

Eirin and Kaguya are Lunarians, not Earthlings.

Yes, but I'm pretty sure they're still "human." The question of where they fall in the "humans vs youkai" situation is brought up in IN's Border Team ending, and in SSiB and CiLR, the Watatsukis pretty much don't shut up about how much more awesome they are than Earth humans. They just consider themselves to be more "pure".

I think being immortal makes you quite super-human, actually. And if Lunarians aren't classified as humans then Immortals shouldn't be classified as humans either. Mokou could easily wield the blades. Also, Reimu has holy powers backing her up, and she could use the divine power of Susano-O to force the blades to work for her or something like that. I can only imagine Marisa and Sakuya being unable to wield the blades.

I think comparing humans and Lunarians is like comparing crocodiles and alligators. Sure, they look like each other, but they're still different. I'm with Sabino on this one: normal, mortal, weak, non-special humans could never wield the blades. However anything greater than human can wield the blades. Youmu is half human and she can wield the blades. This shows you don't nee to be that much superior to humanity to use the swords. Immortals, Lunarians and Demi-Gods look superior enough to be accepted by the swords. I mean, they are superior to Youmu.

Well, not like they will ever care to try to wield that sword anyway.

Meh, I was only evaluating "normal" considering the standards of the question (Even if Marisa, Sakuya, Reimu,...etc. were above natural that makes little difference considering this question)....  But whatever, the sword is supernatural and most of the people we know in Gensoukyou is supernatural.
Oh, and one more possibility we forgot to think about.
Since they say that swords crafted by master sword-smiths have a soul of their own, maybe Youmu's sword may have a will of its own?
...just a possibility.

I'm not saying they're not different. I'm talking about the fact that they are ultimately labelled as "half-human, half-youkai" in IN's ending because they don't know what else to call them, and CiLR says they're originally from Earth.

Not to mention that Mokou. Kaguya and (possibly) Eirin became immortal after drinking the Hourai Elixir.

Well, if they are 'half human, half youkai' like Youmu shouldn't they be able to use the swords? Phantoms/ghosts are also considered a type of youkai. If a 'half human/half youkai' like Youmu can wield the swords, then 'half human/half youkai' like the Lunarians and Immortals should be able to use it too.

Not to mention that Mokou. Kaguya and (possibly) Eirin became immortal after drinking the Hourai Elixir.

I see becoming Immortal (even through Hourai Elixir) is like a next step in evolution. Same goes for Lunarians. They are more evolved than humans. You know that animals can eventually be unable to mate with each other once they start to grow too different from each other. Once that happens they aren't the same species anymore. A mouse species that consist of one colony can be split in two by a river that suddenly forms in between the colony. Each side keeps living on, doing their thing in slightly different environments. After 50 years or so the river will have dried up and the two mouse colonies can get together again. However, both mouse colonies, due to different environments, have grown to be greatly different from each other (like one side has obtained long snouts while the other side have way bigger bodies). They have grown so vastly different that they cannot mate anymore, turning them into two separate species of mouse. Humans and Lunarians can be compared to this.

The Lunarians have become so different from humans that you cannot possibly classify them as humans anymore. They are more youkai than anything. Thus, they could use weaponry that cannot be wielded by humans, since they aren't the same species anymore anyway. Hourai Elixir can be described as a quick short cut to semi-Godhood. They are more youkai/god than human. In fact, Mokou attained many youkai qualities when she consumed the elixir: her phoenix traits. The Hourai Elixir turned her part phoenix youkai, giving her the power over blazing fires. She is also FAR more physically powerful than normal humans. That sounds like 'youkai' to me in my book. Mokou is different enough to be able to use the swords.

Mokou is actually more youkai than Youmu! Youmu relies on her phantom half and swords: she doesn't have any innate powers like Mokou! Youmu's ability: swordsmanship and concentration. ANY human can learn that with enough discipline, even outsiders. Mokou's ability: CONTROL THE FREAKING PYRES OF HELL! No normal human can ever hope to learn that without the help of magic, and even then they may never be able to use it as efficiently as Mokou! So, who is more youkai? Youmu or Mokou? I think the answer is obvious.

Power level thread... NOT!
I was wondering if the miko know martial arts, such as Ji-jutsu? Not sure about Sanae but Reimu should have known some to protect herself in cases she can't use danmaku. Meiling on the other hand, can use Chinese martial arts but her style is still vague to me. Looks like North Shaolin from her moves in UNL, but girls using Shaolin isn't right.

Who said anything about power levels? Just pointing out that Mokou could easily use the swords and isn't human.

And Meiling is a tomboy anyway, so what does it matter?

1. It was a joke
2. Tomboy is some kind of attitude/behaviour, it has nothing to do with gender.

Uhm, girls don't practise Shaolin, not only because it's the martial art or monks, but also because the Chi that Shaolin uses can't be had by girls.

I thought all the chi was the same.  ??? Just energy hidden within a person, that can be applied in several kinds of fighting styles, not a specific one. At least you still have that 'white chi' and black chi' stuff, but I didn't know martial arts required specific kinds of chi.

And even then, there exists no real world martial arts which allows you to shoot rainbow fireballs. I don't really see what chi has to do with real-life martial arts. What you just described just sounds like ancient sexism to me. Meiling could have just disguised herself as a boy or take lessons from someone who isn't biased about gender to learn it. In Gensokyo, where females call the shots, I think everything would be devoid of such sexism rules. And whose to say Meiling didn't just invent her own technique? Like I said, thee is no real life martial arts that involves shooting rainbow lasers out of your finger tips.

:wikipedia:

In Gensokyo, chi exists. And thus, we can assume that some amount of folklore, mythology, and beliefs can be applied literally to things in Gensokyo. So in a sense it really is 'weird' to have a female knowing Shaolin martial arts and wielding chi, just like it'd be weird if there was suddenly a Touhou character that was a Roman Catholic bishop.

It's not "black and white chi", but "yin and yang". Yin chi is the internal force that possessed much by girls and vice-versa. You can say Yin is a "cold" chi while Yang is a "hot" chi. It very different and if one try to train both will result in insanity or death.
It's an ancient martial art concept from China. There were more than 2000 styles/clans of kungfu and Shaolin was only one of them (the most popular, yes). Meiling can't even dress as a boy to learn Shaolin kungfu, that's just disrespectful and the style is not for her.

Of course, I won't say anything about real life martial arts here, but fictional martial arts that were accepted. There are many novels you can read about them, the origin of Shaolin, Wudang, Eimi, Group of Beggars... they can shoot chi and do even more incredible things than danmaku.

Women were just as competent at it, if not moreso than men. If we apply that sort of freeform to what sort of fighting the people of Gensokyo can do, all of them have some sort of basic martial arts training.

Is there some sort of meme about Satori and cookies? This video and a similar, sort-of-NSFW one about Satori uploaded by the same person seem to suggest so, although I'm definitely missing out on context because I don't understand Japanese. I checked the wiki and found nothing about it.

I realize I'm late to respond to this, but this theory here, while neat, doesn't really have much basis in anything canonically. Nowhere is it written that the Hourai Elixir transforms someone into a whole other species. It has a permanent physiological and spiritual effect, but this isn't the same as evolution. A tattoo is also a permanent physiological change to my body, but I'm still human. The elixir is a medicine with tremendous powers, but you are not transformed into some separate species, as evidenced by the fact that those who have drank it are still classified as human or Lunarian (and Lunarians are humans).

The Head Tengu's name is Lord Tenma. As of yet he is still an pretty enigmatic figure, whose goals, tasks and personality are still a mystery. What we can say is that he is large and in charge at Tengu Village.

I think you mean Lord Tenma. Below is an artist's rendering of said Lord Tenma:

.... ah, joking aside, Lord Tenma is indeed the boss of the tengu on Youkai Mountain. There's more on the hierarchy of the mountain tengu here, and Aya's MoF profile says some stuff about him, but we don't know much apart from "Lord Tenma is the boss of the tengu".
