MOAR IN Vsync problems

Ok I cannot get this patch to run IN at a stable 60 Frames it always loves jumping from 90 to 72 for me. If not for that I might be able to get slightly further in Extra.

Open the vpatch.ini file.

Under the [Option] category, set Vsync=0

If it's already 0, then... I would have no idea what would be causing this to happen  :V

Yes If I want to play IN it is either 99% of the game is above 60 FPS or 99% of the game is below 60 FPS.

Sadly IN is the game I want to play the most.
