I give up on IN normal due to crazy FPS however every other game is harder on Normal but lack FPS issues. Guess I need to play Easy again something I've avoided after my first EoSD attempt at normal and learning I couldn't Safe Zone Icicle Fall.

So which ones of these can I unlock Extra in on Easy?

As far as I remember, if you're sticking with the Windows games...none.

But, in my opinion, if you can't 1CC Normal, you're certainly not ready for Extra anyway.

Download the vsync patch and see if that fixes IN.  Also try MoF; its Normal is also pretty easy.

But then again, I wouldn't feel ashamed going to Easy.  That's how I started, and when I was good enough at that, I moved to Normal.

Only in PCB and IN you can 1CC easy to unlock extra (if that's what you're asking)

In my experience that doesn't help as much as banging your head against a difficulty which makes you struggle and require you to do your best to barely get to stage 5 or so. Or playing PoFV (hard or lunatic) and StB which force you to improve your reflexes and pattern reading respectively, and don't feel nearly as frustrating when you lose.

Vsync does nothing at all for IN it runs at about 48 ish usually and if I try to fool around with it it wants to play at 120 FPS or something ridiculous like that.

Are you sure "Vsync = 1" is in vpatch.ini instead of "Vsync = 0"?  When you download it, it's by default set to off, which is a bit strange if you ask me, but whatever.

probably true in most cases, but I 1ccd easy and then beat extra long before I even started trying to 1cc normal. (In fact, I still haven't. Well, unless you count 7 lives but seriously)

Extra stages are pure grinding. Basically you memorize it, praying for no slip ups, until you clear it.
