Question about local multiplayer setup for Touhou 14.5

I need some help with local multiplayer on this game. I'm part of a computer and video games club and the club is hosting a fighting games tournament, mainly Sm4sh. I suggested to have a set up for 14.5, using a HDMI cable to plug  my laptop with 14.5 into a TV. Only problem is, I can't get two X-Box 360 controllers to work. I'm using a wireless receiver and two controllers, but only one of the two works when I start the game. I know some people hate using the keyboard for fighting games, so I don't want to cause discomfort. Can someone help me out with this? Or should I use 1 wired controller and 1 wireless one?

What OS are you using? Are you able to confirm whether other games recognize both controllers at once?
