>You don't know. Given how long they seem to have gone without a proper leader, you imagine that few would be ready to just take one up again. Such a leader would have to prove her ability to address the concerns of the people and be able to improve their lives. Establishing she is more capable of protecting them from the numerous youkai would be a rather efficient way to to do it. It may end up being necessary, Reimu is clearly a factor that allows people to believe it is okay for things to continue as they are, and you doubt she's in favor of just changing the status quo.

You expect, if she started to throw her weight around, she could quickly become a figure of authority with only some degree of grumbling. She has no interest in this whatsoever. Spiritually, for a long time she was more or less the spiritual locus of Gensokyo. Recent events have made this much murkier, and it irks her a little bit.
