Unable to run Perfect Cherry Blosssom in Windows 8

I've successfully installed Perfect Cherry Blossom on my Windows 8, but after I run it, nothing happens.
The game showed up in the "Processes" in the Task Manager, but never actually runs. What's wrong, I've switched locale and all, maybe it's my graphic cards driver?

Post your hardware specifications (check via Speccy or HWINFO32), run the game in compatibility mode and/or with administrator access, and so on. That might help give a start.

Here are the specifications from Speccy


Already tried compatibility mode with Windows 98, Windows XP and Windows 7. Also tried using Administrator Access, but it doesn't fix anything. Is this problem related to Windows 8 or my hardware? I've installed proper nVidia drivers and other games such as Crysis 2 is working fine. Only Touhou is not working, but will try to install the Touhou fighting games and see if this problem persists.

EDIT: Tried to install the fighting game (12.3) and it works fine other than the need of copying d3dx9_33.dll into the installation folder. Also tried to install Imperishable Night, it also demonstrates the same problem as Perfect Cherry Blossom

Run the installers in Administrator mode as well. A couple programs do require that in Win8.x and some Win7/Vista installations.

I have not had issues running TH08 or later on Win8.0 or 8.1, personally.

EDIT: Going by the DLL issue, you may not have the DirectX End-User Runtimes installed. Usually there isn't really a need to install these on Win7 or newer, but nonetheless it could be helpful.

From experience, I can say that even if the Operating System has a recent version of DirectX installed, sometimes it still requires you to install the end user runtime for DirectX 9. However, the strange thing is, you are trying to run PCB, which only needs DirectX 8 to run.

Try to open DXDIAG and enable DirectSound, Direct3D, and other possibly un-enabled functions.

You could try switching the locale to Japanese to eliminate any possible problems related to that. Also try to run it in windowed mode, if full screen mode does not work.

EDIT:

They seem to be enabled. The odd thing is that if I try to open the game, it didn't spouted any error messages.

The game acted as if it is running fine, if try to open the game the second time it says that there is already another instance running.  It simply showed up on the process list of the Task Manager. It didn't crash or anything.

Should I try to download and install DirectX 9? My internet is a bit on the slow side, so it will take me quite a time.

I obviously have used the Japanese locale, since it is needed to install the game in the first place.

I will try to run the game in windowed mode using custom.exe

EDIT 2!!:
Woo! Followed you recommendation of running it in window mode and it works!!! I'm a step closer to identifying and solving the problem
But when I switched to full screen mode the pointer flashes and the game visually disappears(Exactly just like before). It seems to be actually running in the background but can't be seen at all. Perhaps Windows 8's metro interface is messing with it?

EDIT 3:
Tried to install Embodiment of Scarlet Devil. Before running I set it to window mode through custom.exe
The game ran fine, then I from inside the game I tried to switch the settings to full screen, it spouted this error message. I can't speak moon runes, can somebody translate this?

I don't see why Modern UI should conflict given both TH06 and TH07 run fine for me on Win8.1.

The error message indicates issues initialising the back buffer, which in turn causes issues in the hardware abstraction layer (HAL) and causing Direct3D to fail initialisation.

My bet is that the GPU doesn't support a certain resolution, or it is attempting to handle it in a way (eg. its own scaling routines) that the game does not like. Both can be adjusted in the GPU settings control panel, but I don't recall any specifics.
I would also try running the game in 16-bit or 32-bit mode which is considered a different configuration.

The needed display mode (screen resolution + bit depth, usually 16/24/32-bit) may not be allowed as an option for GPU display by default, so it may need to be added in the GPU configuraiton settings.

Alternatively, the GPU driver's handling of non-native aspect ratios (in your case 16:9, but the games run in 4:3) can be involved. Sometimes it will let the display panel itself handle it, sometimes the GPU will scale the image, and of course one can usually decide whether to keep aspect ratio (black bar effect) or stretch it entirely (distorted appearance).

Hm, so the game works if you try to run it in window mode but if you try fullscreen, it immediately closes, right? It reminds me one bug which I happen to have with Len'en games. Probably your case is different but could you try to rename game executable file for a moment and start the game in fullscreen mode again? You can restore original name back after this check.
