(question for the GM: being a Shinigami, do I make decisions regarding other souls if I am at the proper location, or does that job still go to the dice? or do I make the decisions and then those decisions go to the dice? decisions within reason, of course. no "universal soul harvesting time" or anything)
GM Answer: Third one. After all, Celestials are Celestials because they fought off Shinigami.Edit: Thanks for clearing that up. I think I see how I can work with this just fine. Becoming a Shinigami may have been my best mistake so far.

(I consider this "leaving it up to the dice". it doesn't restrict the other player's options, because accepting is not required, and success would be based on dice rolls as well)
