I think Raikaria should get someone else to review the setup next time (For some reason HW seems to let questionable setups get run on multiple occasions) and then it'll be fine.
Games with tons of roles (especially experimental ones, not that yours had much in that line) can be hard to balance. It can take awhile to figure out how to do it better. It's a bit of an art!
Balancing power with even more power is Not A Good Idea. If you want lots of interesting roles it's better to make a bunch of amusing/interesting ones that mostly have fairly mild use in actuality, like I did in I Want To Be The Sereliest. Let's not go over how that setup actually went down >_>;
5 nightkills is basically completely insane, outside of when someone is explicitly running a ridiculous setup. A completely stupid setup can be fun every now and then as long as people know what they're getting into (Bad Idea Mafia, You Don't Know The Setup, etc)
Conq:10 would be Psycho Plot The Extreme for 64 players. K4U was murdered during her time as a setup reviewer for it.
Also, you say, "it's not role madness, it had 2 vanillas", but the amount of rolepower in that setup was -extremely- high. Higher than plenty of actual role madness setups. Most of the roles you gave out were really, really powerful ones. :V Also consider that a "normal" setup would have more than half of the town as vanilla. Not that motk sees many of those anymore :getdown:
