My opinion is that Youmu should have bangs that end just above her eyes and otherwise uniform length all around, between chin and shoulder-length. Stylistic preferences vary, but character-wise, I think this description fits her appearance best. I'll be commenting on the 1st edit version.
Well, first ask yourself if you would want that haircut, with the uneven bangs. One does not cut hair into shapes; you part them or clump them together. Anime tends to be a bit forgiving on this, but your bangs are very uneven. Try to keep the length uniform, more or less. You don't have to avoid the eye area like the plague. No, I'm rather free atm. I have no eye for folds and creases yet so I can't really say anything about the clothes. Her hair also looks a bit too lumpy near the top and under the headband. The headband probably isn't digging into her head, so just gently/tightly placing it on top of her hair should be fine. Her left hand looks like you cut off her fingers at the knuckles. Though I'm sure it is physically possible to position your hand in such a way that everything can be hidden from the camera behind the thumb, it comes off as slightly lazy. Not to mention it would be an unnatural way to hold your hand so tightly like that anyway.
Also, try to make Myon less like a long sock with a tennis ball in it

Oh, looks like I lost the first one to compare. Though I do remember that I had no associations with Satori when saw it, probably because I imagine Komeijis' hair to be rather curly.

Well, I, personally, don't think Youmu would let her hair grow over eyes, because, aside from everything else, she is also a warrior and probably wouldn't appreciate some bangs messing with her eyes in the middle of training with those cheating mikos and badass witches.
Though, "everyone has their own Gensokyo", so whatever.

About colors - I think shades of green and gray will do.

Also thanks everyone for the feedback, I feel the picture is improved now.  However I do not know if it's good enough to consider inking and coloring, I think I'll sleep on it.  I'll also redo her left hand fingers a bit as well.

Try to get the hair to 'flow into clumps'. Starting the hair strands from higher up generally helps you see how the hair is moving along its path.

Eyebrows are fine.
Now I think, does Youmu cut her hair herself, or lets somebody else to do it? Because there's a belief saying that cutting own hair will harm your luck in our culture. Can Youmu's haircut be actually Yuyu's creation?

I think ver 5's bangs look better. (Keep in mind that flow doesn't mean drawing clumps and then splitting the ends though, necessarily)
I think the clump of hair on the right--the rightmost bang--is coming in at a really sharp and awkward angle. Try to match the angle with the one on the left, that one looks more natural. The back hair looks better, but now it's longer. See if you can keep the length like ver4, while making it look like ver5.
Alternatively, I'm curious to see what she'll look like if you make the side hairs (the ones in front of her ears) just the tiniest bit longer (just a hair shy of ver 4's length), and make the back hair match that length.

Bangs look much better. I can't tell if the back part looks more like Youmu or not though. I think it might, that was my first impression. I'm impartial to it. Try fill in some colors.

Going to redo the eyes, I need to spend more time on them.  Rest of the inking went okay I think.

Woah she looks diseased. Skin is kind of purply. Also, when coloring transparent objects, a good tip is to keep the inside border along the edges opaque.

I'll mess with Myon and the opaque stuff last since I'm still just trying to get the base colors right.  I'll look at adjusting her skin (still reworking her eyes), though I did sample her skin color directly from the official art here http://en.touhouwiki.net/images/2/2a/Th13Youmu.png .  Maybe I shouldn't do that, or maybe it just looks off because I haven't done shading or tones yet.

Strong vivid colors work better with the anime style you seem to be going for. ZUN prefers muted shades. Sampling his colors as a starting point is fine but you should tweak them to fit your drawing style when necessary.
