All winged animals owe their creation to her, so the religion states. The tengu will not say if this involves them or not. Youmu is the head miko there, but apart from her, winged youkai seemed to make up the bulk of the mikos there, from what you saw. It was one of the three shrines to be completely rebuilt along with the city.

But nothing stands out to your eye, apart from the dragonfly-winged miko sitting on the roof of the shrine. And nothing tingles your extrasensory perception, either, not even the sense of magical power you partially detected from Haruka earlier. It seems you need to actively scan with more intent to detect that particular sensation.

Youmu still seems to consider herself subservient to the Saigyoujis, Yuyuko in particular. As you recall, she promptly gave Youmu a glomp after saying that. Much to Youmu's embarrassment.

She offers work terms and community service to those that have been jailed or probated, and, as you can probably guess, those kinds of people need a bit more attention than the average shrine maiden. There is one such person working here already, and I believe she has plans to offer a work term to another. This process is a bit involved, as you might expect."
