Nothing big, but it's still one less moonrunes tool to worry about.

I tried it in English locale and it worked, but you may still need the Japanese language pack. Also, the error messages are still in Japanese, because I couldn't find them even with a hex editor. The only two error messages you can get are from not choosing .dat files, so it shouldn't be a big problem >_>
If someone wants to double-check the translation,  here's a screen of the original (http://i.imagehost.org/0445/bgmchange.png) (because it's more than likely that I translated something wrong)
EDIT: Translating the readme is a bit beyond my ability, but I wrote up a quick guide to using the program.
