I guess cause no one touched him each time so it was only worth a -1 rather than a -2 loss overall

Guys I watched the Live Letter for FF14 at E3

Naoki himself answered a question I asked with "It was an idea we had but we weren't going to do anything with it but now that we know there's people who want exactly that we'll revisit it because we think it'd be cool"

They stated it (along with Kingdom Hearts 3) wouldn't be at E3; instead they're largely focused on other titles this year.

Actually I think that's why the localization team rushed to finish and release.  Because if there was any chance of a Type-0 announcement, it was gonna be at E3, and there was news of some kind of Type-0 announcement circulating for a while.
