KrackoCloud: To me, moe is a HNNNNNGH inducing condition, and the only one that really caught that feeling for me was Kyouko's hopeful yet anxious smile. To me, her pose kind of seemed like she was going to offer flowers but couldn't extend her arms all the way, which plays with the shyness aspect.

Other comments:
The rest felt cute, but not necessarily moe to me.

+2 Pasu: It is manifestly unfair that Pasu can generate more moe in 4 hours than I can in 14, but that's why the unit of moe is named after Pasu. I would curl the fingers on the visible hand a little more, and show the other arm, but other than that the back-lighting and coloring make this look really good. The sign of mastery is making it look easy, and Pasu makes it look easy.

+1 Kinoko: This also looks good, and also looks like it took no time at all, so I don't know what you needed the extension for. The pose and composition are very nice. I am eager to see what you can do if you take the time to polish something fully.

KrackoCloud has the best pose and emotion. The style is not exactly my taste, but I appreciate the skill and understand why this gets votes.

I don't really see the yandere in Merp's. It is cute.

Vyrien's coloring is nice, but there are some anatomy issues (uneven width of shoulders, even taking perspective into account).

Freeze-Ex's technical ability is greater than that of anyone else on this forum. If not for that higher priority project (as an art school graduate, I know that feeling) he could definitely challenge Pasu.

KazeSenshi's concept has great potential, but is limited by (relatively) beginner drawing skill. You're getting there though, keep it up! I drew people at about the same skill level when I got out of art school*.

*Drawing people is a severe weakness of mine; I only managed to graduate because I could draw inanimate objects well. Only in the last 3 years have I started to become decent at drawing people.

I think the scene setup does this image the justice. Great detail, and the shading style complements things well. The hat's focus on the lilypad bowl is a nice plus.

Do I really have to say anything regarding pasu's style? :V That aside, it seems as if her right breast is non-existent.

KazeSenshi: Definitely cute and a silly use of Myon. Arms are a tad long methinks, and legs seem too tubular.
Merp: That Suika, staring into my soul.... It is cute, all right, but I usually see mo? stuff having fewer, but thicker and cleaner lines. Understandably this may not cater to your style (and it isn't for mine either :V), but it's worth consideration.
Bound: The required materials are there, but the requested style isn't quite.
KrackoCloud: Simple and effective once again. Next step, backgrounds and more complex materials!
Piney: Face and FG flower is a great setup, but the body could have gotten the same attention.
Freeze-Ex: Fits great into a mo? manga. I think the teaspoon is a tad large however...:V
Vyrien: Does well in the mo? department. Hand however seems a tad flat and the eye outline doesn't seem to match the rest of the image's colouring style - too much contrast. I will say I like the evil Yuka basket. :V

I have to admit I don't anime nowhere as much as I'd need to be able to easily create, or even detect something that could be called moe, aside from knowing it makes my kokoro go all dokidoki, but that said

+2 Sixten: It's completely freaking adorable, that's all I need to know in order to vote for this. Your style fits cute situations like this like a glove.
+1 Vyrien: The bright colors and the adorable smile, wow. I have to say I expected something less moe than this considering your art thread, but dang have I been proven wrong.
Other people: Not voting for Pasu because of last week's victory, but you'd have to have a stone-cold heart to not HNNNNNG at this. Kracko's Kyouko has the most adorable expression ever, but I feel something is off about the style, couldn't exactly pinpoint what. Finally, I feel the urge to draw a Myon-doggy myself because it's really cute, methinks.

Looking back on what I based this off, I feel extremely mind-blown.

Well when someone talks with me about the History of Wars the first thing that comes in my head is that the Flamethrowers were widely used in the WWI, so I researched about military outfits from that time and found a cool one. According with the site description it is a  Germanic flamethrower operator outfit from 1916.

PS: I couldn't do a cape like as I planned, please imagine a cape with a lot of mine explosions instead of a lot of bright stars
