As an Australian I am duty bound to say it using only the very minimal energy.

Thus, pronounce toe, but give a slight rising inflection on the t-o transition. t-Oh. Tuh-oh. Tuho.

TBH I actually prefer the sound of "Towhow"; Toho lets you do the touhou laugh though, so it probably wins out in the end.

I have never pronounced or heard Toe come anywhere close to the same as "tug" or"took."  It is pronounced as toʊ.
